Maximum returns: per person costs of investments of GoI funds for three years limited to
  Primary –Rs 4.50 crores –Not exceeding Rs 400/person
  Secondary – Rs 4.00 crores – Not exceeding Rs 1000/person
  Tertiary – Rs 0.50 crore Not exceeding Rs 2500/person
Co sharing basis (counter part support) in case of industrial (secondary and tertiary) and Government partners on atleast on 1:1 basis
No salary related costs from GoI funds
Hardware investments limited to training institutions under Government support
Overseas experts is permitted subject to prescribed per person ceiling
Preparation of learning materials: 100% from mission funds feasible based on merits
Pre-qualification criteria for NGO groups based on past experience with leather workers in capacity and social mobilization
Expertise fees may be sourced from GoI funds for training organized through industrial associations on 1:1 cost sharing basis
Expert fees and related training expenses for primary training from GoI funds provided the number of beneficiaries exceed 500 per trainer.
