Hindi is one of the National languages amongst other 22 National Languages, recognized in the 8th Schedule of our Constitution and is the Official Language of the union. Hindi was adopted as Official Language of Union on 14th September 1949.

Department of Official Language (DoL), Ministry of Home Affairs, Govt. of India, was established with the objective to promote and propagate official language in the day to day official affairs. To achieve this, an individual Official Language Unit has been established at every Central Government Office. The DoL is the nodal Department to implement the Official Language Units in all Central Government Offices.

The activities of Official Language Unit involve compliance of Official Language Policy, which includes implementation and promotion of the Official Language i.e., Hindi, in all the official affairs, translation of official documents from English to Hindi and vice-versa, imparting training to the staff who do not possess the knowledge of Hindi and mentoring them in their day to day Official work requiring Hindi. As a part of this, an Official Language Implementation Committee is formed as well in every Central Government Office which meets in every quarter to discuss and suggest ideas, thereby creating a mechanism on implementation of Official Language activities in the office. As and when required, updated guidelines are issued from the Department of Official Language, which must be adhered to. A report of all the activities on progressive use of Hindi is submitted to the Department of Official Language and to the Headquarters of concerned office every quarter. The Committee of Parliament on Official Language also inspects the Central Government Offices periodically to review the compliance position of the Institute.

In line with the aforesaid policy, CLRI has established the “Official Language Unit”, at CLRI, Chennai for:
- Providing training in Hindi language and Hindi typing to the staff of CLRI.
- Conducting Hindi workshops every quarter
- Assisting the staff in doing their official work in Hindi. (Circulars, General Orders, Tenders, Notifications etc. of the concerned section to be issued in bilingual form)
- Sending Quarterly/Half Yearly/Annual Reports to the Head Quarters and Department of Official Language on progressive use of Official Language Hindi in the respective Institute
- Celebrating Hindi Fortnight and conducting competitions to encourage and motivate the employees.
- Preparing Invitations, Banners and other relevant documents in Hindi/bilingual form
- To bring out various publications related to the Institute in Hindi/bilingual form
- To carry out work based on the discussions / decisions made by the members of Official Language Implementation Committee.
Hindi being the Official Language of the Union, it is the responsibility of Central Government employees to carry out his/her official work in Hindi in terms of extant instructions issued by the Department of Official Language, Govt of India.
